Mo's Journey

Mo joins the Operational Delivery Profession (ODP) from the Project Delivery Profession within the Civil Service, bringing strong transferable skills and valuable experience from another profession.

Mo built professional credibility through several years in Civil Service delivery roles, developing expertise in governance, process improvement, and delivery assurance. Seeking greater frontline impact and clearer progression opportunities, Mo transitioned into operational delivery, quickly adapting and applying their previous experience to support effective service delivery and business outcomes.

Motivated by the variety of roles available within the Operational Delivery Profession (ODP) and the opportunity to contribute to operational excellence, Mo joined the Cross-Government ODP Business Support Team as an Administrative Officer (AO). They quickly adapted to the new environment, drawing on their existing skills and experience to support business operations, improve processes, and contribute to the successful delivery of services.

Mo supports core business operations within HMRC Surge and Rapid Response Team (SRRT), a cross-government unit that deploys to support departments during periods of high or unexpected demand. Drawing on project delivery experience, Mo contributes to process improvement and operational effectiveness.  

Mo completes the SRRT Induction Programme, digital skills training workshops, and a Customer Service Excellence course, and builds capability through job shadowing and mentoring via the ODP LISTR scheme. These experiences provide a strong foundation in Civil Service operations and ODP ways of working, preparing Mo for progression.

Frontline Team Leader

Mo is promoted to Executive Officer (EO) Team Leader in Border Force, taking responsibility for frontline delivery across validation, compliance, safety, and enforcement. To prepare for this leadership role, Mo completes a Level 4 ODP qualification, developing advanced management and leadership capabilities tailored to operational delivery. Mo also completes specialist training in compliance and enforcement, delivered by the Home Office.  

Through the ODP leadership curriculum, Mo develops skills in people management, decision-making, conflict resolution, supported by peer learning groups, project management workshops, and continued mentoring.  

Through these development activities, Mo grows as a leader, ready to drive improvements in team performance and service delivery.

Enforcement Team Leader

Mo progresses to Higher Executive Officer (HEO) in an immigration role, taking on greater responsibility for managing teams and overseeing more complex and sensitive operational activity. Mo completes the ODP Level 5 qualification, building advanced leadership and management skills specifically aligned to the demands of immigration services. Mo also completes specialist training in immigration policy, compliance, and casework.  

Mo strengthens strategic leadership, stakeholder engagement, and process improvement skills through the ODP leadership curriculum, peer networks, and cross-departmental learning, supported by ongoing mentoring and feedback.   

Mo continues to grow professionally, ready to lead teams and drive operational excellence in the immigration context.

Enforcement Area lead

Mo progresses to Senior Executive Officer (SEO) within the Home Office, taking on greater responsibility for leading teams and managing complex operational challenges. To support this advancement, Mo undertakes an internal Leadership programme via Home Office, focusing on strategic leadership and advanced operational delivery skills. Mo participates in the Strategic Leadership Programme, developing expertise in setting direction, managing resources, and leading change initiatives.

Workshops on data and insight enable Mo to use evidence to inform decisions and drive continuous improvement, while performance management training equips Mo to set objectives, monitor progress, and support the development of others.

Mo takes part in cross-departmental secondments, gaining broader experience and building networks across the Home Office. Pursuing professional qualifications in leadership and project management further strengthens Mo’s skillset.

Throughout this stage, Mo continues to access the ODP learning curriculum and Civil Service learning platform, attends networking events, and seeks regular feedback and mentoring to ensure ongoing professional growth and readiness for future opportunities.
