Driving Licence Application
Enabling safe and lawful driving through trusted identity checks and accurate driver records.
Department
• Driver and Vehicle Licensing Agency (DVLA)
Issues driving licences and maintains driver records.
• Driver and Vehicle Standards Agency (DVSA)
Sets driving standards and conducts theory and practical driving tests.
• Post Office
Provides paper application routes and assisted services for customers.
Intent
To enable eligible individuals to obtain a UK driving licence, ensuring identity and eligibility are verified, statutory standards are met, and driver records are accurate to support road safety and lawful motoring.
Interaction
An individual applies for a provisional or full driving licence online or by post. DVLA verifies identity and eligibility and creates or updates the individual’s official driver record. DVSA conducts the statutory theory and practical tests and shares test results with DVLA, so driving entitlements can be updated. Where paper or assisted routes are used, the Post Office and partners securely handle applications and supporting evidence.
